నాకు EVM లో ఖచ్చితమైన సందేహాలు వున్నాయి. అవినాకు ఎవరిదగ్గరకు వెళ్ళినా తీర్చటం లేదు. అవి ఈ క్రిందవిధముగా వున్నాయి...
1. Violating the Indian Democracy fundamental rule “Secrecy of Vote”.
2. In simultaneous polling(Assemble and Parliament), If by mistake/intentionally the connecting cables are swapped between control units of AC and PC the EVMs shall not indicate link error.
3. There is no existing mechanism to detect a willful Trojan inside the chip or to authenticate the code inside the chip is original. Assume If Microprocessor Chip is been cloned (at chip manufacturer / vendor / transit)? My straight question here, Can ECIL proves that, internal image of EVM doesn’t match with ECIL Code?
4. How to identify whether EVM is genuine or cloned by Candidate/Polling Officer/Agent?
నేను పై సందేహాలు వెళ్ళబుచడమే కాకుండ, వాటిని ప్రస్తుత EVM లో ఎటువంటి మార్పులు చేసి EVM పనితీరు మెరుగు పరచవచ్చొ కూలంకుషంగా విశదీకరించడమైనది.
My stand
1. I am not opposing to EVM system. I strongly oppose for Ballot/Paper voting
2. Present EVM technology is Perfect
3. I am not blaming any one of EVM developer or Manufacturers (BEL / ECIL).
4. Not comparable with America or European counties EVM systems. There are completely different. Ours is standalone.
5. Just we found some gray area in process of EVM (this is not part of ECIL process). Take advantage some people in future. That’s way I am asking to strengthen more present EVM.

ELECTION COMMISSION STATEMENT ON EVM’s IS MISLEADING
Election Commission’s press release dated August 8 is an attempt to present only partial facts and mislead the public opinion by not mentioning and clarifying all the points raised by various participants in the meetings held on August 7 and 8 regarding the widespread concerns about Electronic Voting Machines (EVMs).
A series of questions have been raised by us in our interactions with the Election Commission and the Commission representatives and their technical and engineering associates failed to provide any satisfactory answers to our questions.
The Commission’s attempts to now show that everything is hunky dory forces us into believing that the Commission has not only ignored these serious security lapses in the past—either due to its ignorance or with full knowledge---but is determined to stonewall any such queries in an attempt to muzzle any criticism of the EVM’s and impose the EVM’s on the unsuspecting common voters with all their attendant problem and security loopholes. This smacks of boundless arrogance, misuse of the authority vested in it by the constitution and is strongly condemnable.
EVM’s: HUGE SECURITY HAZARD
We have expressed a number of concerns in our interactions with the Commission. Being a public body, the Commission, must answer all the following questions and many more that came up in the course of the deliberations.

Role of Foreign companies
రిప్లయితొలగించండిWhy is the Commission relying on foreign, multinational companies for burning software on the generic chips used in the EVM’s which poses a grave danger to the security of our elections.
Where is the need to involve chip manufacturers in writing the software code on chips when the same (using OTP-ROM chips) can be easily be done in India and in their own premises by the BEL/ ECIL.
The Commission is misleading the everyone by saying the Hex code in which the software is sent cannot be deciphered by the foreign companies, This is patently untrue.
Role of Private palyers
Who are the people undertaking maintenance of EVM’s, operating the EVM’s (like entering the names of candidates etc.) and involved in EVM handling in the field at various stages? Who are the companies or individuals involved in these operations?
We would like all the Commission/ manufacturing PSU’s to make public an exhaustive list of all such companies, suppliers of manpower, outsourcing agencies and individuals engaged in election operations. As all these people have physical access to the EVM’s until the polling activity commences, it is important to know who they are?
It is important to reveal (and if necessary investigate) who these private players are and what their political affiliations are as there are many allegations that certain political leaders have handled these operations which exposes EVM’s to grave risk.
Replacement of Computer chips
As the chips used in the EVM;s are generic chips (used in electricity meters, washing machines etc.), they can be swapped with tampered chips. There is no way the Commission can prevent this fraud.
Why has the Commission not implemented the suggestion of the Expert Committee in both 1990 and 2006 to have an additional seal on the CU and BU cards (electronic circuit boards) by the party representatives and the EC representatives to avoid card swapping.
These blatant flaws expose all the EVM’s used in the country to serious tampering possibilities?

To prevent fraud in software manipulation at any level and stage in the election process from the time the EVM’s are dispatched by the manufacturers till the counting of results gets over, the PSU’s ought to have developed a testing tool to verify whether there is any tampering of the software code.
Why is the Commission not using a testing tool for verification that can detect any tampering of the EVM software?
The Commission is adopting crude and unreliable methods of assessing that the EVM’s are tamper-free without adopting adequate security mechanisms/ methods. Why?
The Commission has no mechanism/ method to verify if a Trojan had been willfully inserted by the actual programmer/ manufacturer himself.
Upgradation of EVM’s
Prof. P.V. Indiresan Committee (2006) recommended that the EVM’s should be upgraded with suggested modifications, testing and operating precautions Why as many as 9.3 Lakh old EVM’s were used in the recent general elections (out of the total 13.4 Lakh EVM’s used), although the Commission had a lot of time to upgrade the EVM’s?
Rationale for choice of states with improved EVM’s
What was the basis for the Commission to use the upgraded, new EVM’s in select states? The choice of states where they have been used does not seem to follow any logical and rational considerations. Could the Commission please clarify how the choice of states was made? How is it that the states ruled by the Congress and its alliance partners do not figure in this list at all, except in case of some tiny states.
Commission accountable
Without taking care in respect of any of the above and by not being able to satisfactorily explain any of our concerns, the Commission has no basis whatsoever in claiming that the ECI-EVM’s cannot be tampered with.
Unfortunately, we are being forced to believe that the Commission is willfully and deliberating is making such unsustainable claims that they are not tamperable.
We have informed the Commission that the EVM’s are tamperable and we shall demonstrate that they can be tampered if the EVM’s are officially made available for the purpose.
The Commission is misinforming the public revealing only partial information about the proceedings. We demand that the Commission must make the unedited video recordings of the deliberations of its interactions with various stakeholders to promote transparency and an informed dialogue.
Nothing short of a thorough and complete review of the use of the EVM’s in elections would satisfy us and for this purpose, we demand that an all party meet along with other concerned stakeholders should be called by the Election Commission at the earliest to address all the above concerns.
